Undercover Investigation Targets Drugs and Gangs in Pueblo

"PUEBLO - Drugs, weapons, gang members: all taken off the streets after a nine-month undercover operation in Pueblo. Pueblo law enforcement officers say it was a very significant operation called Ghostrider. It involved both local and federal agents. 28 people are behind bars, many of them known to police as violent gang members. "These people are cut-throat people," says special agent Jeffrey Sweetin with the Drug Enforcement Administration," they'll kill each other to make money, they'll kill their own customers, they'll rob their own suppliers." Now, they may be headed behind bars.

More than two dozen people arrested, after undercover agents infiltrated the drug trafficking and gang culture over the past nine months. "It's dangerous, every time there's drugs and money and trust is an issue out there," says Michael Santavicca, an agent with the DEA. "We're going after the drug dealers, we'll bring as many to justice as we can and hopefully, it gives the citizens some hope," says Pueblo Police Chief Jim Billings. Agents learned rival gangs are cooperating in Pueblo, because doing business together is so profitable. One suspect is nicknamed "Pirate" because of the tactics he uses to run drugs through the community. "He organized his group so drugs would be delivered, money would be obtained and then he would send people out to steal the dope back or steal the money back," Sweetin says of 26-year-old James Bachicha, the initial target of the investigation.

"We may have upwards of $2 million of street value drugs," Billings says of what agents seized in the operation. Agents recovered cocaine, crack and methamphetamine, along with four vehicles, eight weapons and a bulletproof vest. "You see an explosion of violence, you see an explosion of crime when this is allowed to happen," Sweetin says of the things that come along with drug trafficking. "From the top down, we dismantled them all the way" Santavicca says of the operation's effectiveness on gang activity. While major players in Pueblo's most prominent gangs are off the streets, other suspects are still at large.

"There are going to be other arrests," says Santavicca. "It's definitely not over," Billings says. Pueblo District Attorney Bill Thiebaut says the suspects apprehended in this operation could face anywhere from eight years to life behind bars if convicted."

To keep a humane feeling in our communities in Colorado, we, the citizens must insist on support for drug rehab and drug treatment programs that have a documented success in their drug treatment. Colorado Drug Situation*

Cocaine is considered a significant drug threat to Colorado. Powder cocaine is readily available throughout the State and crack cocaine is available in urban population areas. Cocaine is the drug most often associated with violent crime in the State. Cocaine is generally sold in ounce and pound quantities in Colorado. Crack use is declining but remains available in the larger metropolitan areas of Colorado.

Club drugs, which are mostly synthetic substances, are increasing in availability and use in Colorado. LSD in liquid form is readily available in the metropolitan areas of Colorado. During 2001, 34% of those surveyed in Colorado reported lifetime usage of MDMA. 4.5% of those surveyed reported usage of MDMA within the past 30 days. The average user age was 17.3, and the average age of first time use was 15.9 years.

Heroin - The most common types of heroin available in Colorado are Mexican black tar heroin and brown powdered heroin. New heroin users in Colorado are often young adults who smoke or snort the drug rather than inject it. This is due to a misconception that this practice is safer and less likely to lead to addiction.

Marijuana is readily available in multi-pound quantities throughout Colorado . A highly potent form of marijuana, called "BC Bud," is also easily obtainable.

Methamphetamine is a primary drug threat to Colorado. Crystal methamphetamine, also known as glass in Colorado, is becoming increasingly available throughout the State and has tested as high as 90% pure. Purity levels for methamphetamine vary in Colorado.

Prescription Drugs - The diversion and abuse of OxyContin (oxycodone) is a significant problem in Colorado. Hydrocodone (Vicodin) and Darvocet are the most commonly abused controlled substances.
